Dear Tzvi,

If by the word Torah you mean the Written Torah (Genesis, Exodus, etc.), there is no detailing of the laws of modesty aside from the prohibition against sexual relations between family members, homosexuality, and the like. But if you mean Halacha (the Oral Torah) —

In general, the Charedi community follows the culture of the Babylonian sages, and there the rules of modest behavior between the sexes is detailed. Thus, for example, it is written:

Anyone who looks at a woman’s little finger it is as though he has looked at her genitals!

A woman’s thigh is considered part of her genital area. A woman’s voice is lewdness.

“Save yourself from all things evil” — a man should not look at a pretty woman, even if she is single (Avodah Zarah 20a).

One is forbidden to look at the colorful clothing of a woman he knows, even if they are hung out on a laundry line (Avodah Zarah 20b).

“And closes his eyes to the sights of evil” — this is one who does not look at women while they are bent over their laundry (Bava Batra 57b).

.

There are many other such laws of modesty scattered throughout the sea of the Talmud, from which the Charedi community’s patterns of behavior are learned — keep covered up, lest one’s shins or thighs be uncovered in public.

Sincerely,

Daat Emet
